KTP Contact list shows "Merge contacts" even when it wasn't built with libkpeople causing users to think it'll do something but doesn't really do anything

Reproducible: Always

Steps to Reproduce:
1. Build contact list without kpeople
2. Open contact list
3. Click on merge conctacts in the wrench button
Actual Results:  
Nothing happens :(

Expected Results:  
Dialog opens to merge contacts

Shown to David in real life, not a made up bug.

Rather we need to fail immediately if someone tries to build ktp-common-internals with libkpeople and ktp-contact-list without. It compiles fine, run time is screwed.

I think we need some cmake magic. Any thoughts?

Not done in 0.8, and for 0.9 libkpeople will be mandatory so this won't ever occur.

Given this is a packaging mishap (albeit partily our fault) so I'm closing.
