I have repeatedly disabled touchpad tap settings in "Touchpad - System Settings".  They keep reënabling themselves, I suspect every time the system is suspended and restarts.  The disabled settings did survive a reboot, but got reënabled again after the next suspend.

Thanks for your bug report. KDE developers do not provide software to control the touchpad. Any touchpad related module in System Settings is added by developers of your distribution.
