I have a pdf with 3 pages, 4.7mb size. Loading and displaying takes about 20-30 seconds (after startup, respectively!) Adobe reader displays the same document in less than a second. Reproducible: Always

Well, the package manager says libpoppler28, version 0.20.5-1ubuntu3 (whatever that means). I installed qpdfview which also uses poppler, and it takes long as well (although not as long as okular).
I'm on poppler 0.24.1 so probably something that was fixed between 0.20.5 and 0.24.1 Please if you update to poppler 0.24.1 or newer and still have this problem reopen the bug. Thanks for caring about Okular :-)
Same long loading with poppler 0.24.2 (git/master now) and Okular git/master. All configuration files were moved before the file loading to avoid changed settings influence. qpdfview loads the document in a same time as Okular, so it is likely that it can be a problem with poppler.
How long is "long loading"? How much zoom are you applying to the file?

Just to make it clear, you don't mean loading, you mean rendering, right? i.e. loading is "open to display number of pages" rendering is "filling each page"

Yes, if rendering time is the problem, it's not an okular issue but a poppler issue, please report it at poppler bugzilla at https://bugs.freedesktop.org
