In saving playlists in .m3u format, the resulting file is saved in URL-encoded format. Spaces and non-ascii characters are escaped. If I attemp to load this file on a computer running Amarok 2.7.1, it fails to find the files. If I decode the escape sequences from the file, then amarok 2.7.1 can load the playlist correctly. Amarok 2.8.0 can also load the playlist without escape sequences correctly.
