I recently upgraded several packages in Ubuntu 12.04  and then recompiled Kate (newest GIT). Now Kate does not paint the menu and toolbars according to the system theme. However, if I go to KDE "System Settings|Application Appearance", change the dropdown to a different theme, then change back, and then press "Apply", Kate then updatese with the correctly rendered theme.

I've attached screens of the before and after.

I don't doubt this is probably a symptom of Qt/KDE more than just Kate itself, but I thought this is a reasonable starting point to track the issue.

I can confirm this is a generic Qt thing. Perhaps somebody here knows how to escalate this issue correctly?

It appears to be a problem with the qt4 integration, which may have changed in a recent Ubuntu 12.04 update (maybe in backports). If I run qtconfig-qt4 then select "System Default" the rendering will then be correct (except perhaps for fonts). Obviously that setting should have been the default. Anybody know where to report this problem?

Is Kate the only KDE application affected by this?

No, I managed ot find Okteta which was also affected.

This is not a Kate issue, please reassign to correct component.

I am pretty sure this is a configuration problem, if not distribution-specific. I have never seen a KDE application not using the configured widget style.
