"Speak time" feature speaks same time twice in a row

Reproducible: Always

Steps to Reproduce:
1. Right click on "Digital Clock" on panel and select Digital Clock Settings".
2. Select "General" tab.
3. In "Speak Time" select: "Every minute" and hit "OK".
Actual Results:  
Current time is said twice each minute.

Expected Results:  
Say current time only once.
