According to the previous fix [1] icon widget must be disable when we have not any permission to change a file. In the user case of the current ticket a default URL for desktop files is from the system path where user usually hasn't permission to write [2]. And current logic makes user uncomfortable to do a case. Please check and fix it if it's possible. Click right mouse button. -> Create New -> Link to Application Actual Results: An icon widget is invisible. So user must create a desktop file then go to its properties (call this window again) to change an icon. Expected Results: Visible and enable icon widget when creating a desktop file.
