Deleting ~/.kde and ~/.config resolved the problem for me. Not the first time this has happened. Apparently, kde configurations are not stable across multiple version upgrades. It would be nice if there were an import/export feature so I don't have to set things up from scratch each time.
Note: all the 3 crashes so far are from the not-released-yet ubuntu 13.10 . Something might go wrong in the downstream packaging, since we haven't received similar crash reports at all between KDE SC 4.11 beta, RC and official releases.
Before deleting entirely ~/.kde and ~/.config I have tried to delete some cache and configuration files from these two folders, intuituvely and trying to not delete too much. I didn't think it could work, but at reboot everything worked... The problem is that I don't really remember which files I've deleted... Anyway, thank you Bob Vincent for the advice.
I confirm the bug! The problem in my case was that in my three monitor three monitors was only one crash. For fix i have removed in /home/user/.kde/config/ the file for the applet and setting of the instance of plasma. Now work!
This bug has not been fixed, and as such, it should not be closed as fixed.

In my case this crash happen because of this applet http://kde-apps.org/content/show.php?content=144591 Removing all information related to this applet from plasma-desktop-appletsrc solves the problem.

it might be related to the fact that I had plasma-widget-veromix in use. I get a segmentation fault every time I try to add it to my desktop also. RussianNeuroMancer's suggestion is what fixed it for me.
No more reports for a long time. Looks like a downstream issue and fixed there. Close it.
