Yes, this option has been removed as the intended functionality is encapsulated in the "quick maximization on screen edge" functionality. Also please note that you can always do Alt+right click to resize a window.
For clarification: The setting never actually controlled window borders but teh ability to move/resize maximized windows (it was just relabled because of confusation about "Quick Maximization") The behavior is *now* actually always as you want it (move/resize of maximized windows is always possible) but decorations used that setting as a hint on whether to show borders on maximized windows (as well) Such setting should however (if borders on maximized windows are actually explicitly demanded, what is completely unrelated to the ability to move/resize windows) instead be added to decorations since they are which ultimately control the border dimensions.
I find it also very annoying that I can not easily resize maximized windows anymore. I do not want to downgrade to KDE 4.10, is there a patch available to restore this setting?
See comment #2 on why /this/ setting is not gonna be "restored" ever. See bug #324011 for a dedicated setting for the oxygen decoration (and more explanations...) - for other decorations, contact the decoration author. Notice that the window /is/ resizable and can be "easily" resized using Alt+Right mouse button.
