Just an idea, mainly aesthetics related. I'd like to have two options in rekonq: one to choose among a visible menubar or the settings button - just like in dolphin. Some people prefer it this way: one of the key reasons is the integration in menubar plasmoids, such as XBar. 
The other thing i wanted to ask is about the tabbar: an option for moving it below the navigationbar. 
This has no particoular motivations beyond a more flexible interface.
