upon login i am greeted with "KDE has requested access to the open wallet ..." there's no explanation what part of KDE for which purpose -- providing this kind of information is a must. Reproducible: Always

Odd, I expected it to be the networking stuff, which (as far as I know) runs inside kded (the KDE Daemon). Could you find out which application/package is responsible for putting up that dialog?
> Could you find out which application/package is responsible for putting up that dialog? nope. that's what made me file this bug in the first place. at first i thought it was network manager, since i did install it then to use with a vpn (vpn connection started only manually). but the dialog does not popup every time i start kde, ie when network manager starts, but only very often. is there a way to make it log what triggered it?
