I use OpenSuse 12.3 and installed the current version of KDE 4.11 (RC).
When I select OpenGL 3.1 shaders, then the framerate is reduced by ~50% when moving windows (from 60-70 to 25-30 fps). 
When I change any settings i.e. vblanc on or off (not dependent on the backend), I have the same behaviour but transiently, until I restart X11. 

Reproducible: Always

Steps to Reproduce:
1. Change Backend to OpenGL 3.1
2. Or change any settings until restart of X11

Actual Results:  
Great Framerate drop

Expected Results:  
No Framerate drop

I have a HD4000, which I use for KDE 4.11 and i915 driver of Kernel 3.7.
I havent tested with any other cards so far..

Btw. XRender feels btw. also faster than any OpenGL backend, but FPS effect is not working with it (no fps displayed ==> why?).
What I noticed is, that when I move a windows which is rendering a OpenGL scene, than all OpenGL backends induces lags (0 fps for some ms) and the Fps is reduced all the movement long. 
With Xrender nothings happens (estimated 60 fps stable).

I reproduced the slowdown, when changing settings (which happens also with Xrender until restart) on a different PC where the OS is installed this time in a virtual box. Just try to move a window. It will be choppy..

Please don't mix up bugs.
The original bug was "OGL 3.1 is slow on ivybridge" (I can't really say, but the thing has only 16 shader units, so i'm not much surprised either)

Now you've choppy moving that initially only affected (all?!) OpenGL backends and now also XRender??

-> please ensure it's not related to the fps effect and then file a new bug for this.
