Since the tar program usually isn't installed under Windows, map themes can't be unpacked under Windows.

Reproducible: Always

Fix title capitalization, disable download maps entry on Windows

Based on a patch by Sergey Popov. Screencast actions are not disabled
as the screencast recording feature checks for tool availability now.
