Some Window decorations (Quartz, at least) does not use the colours directly, but use shades of the colours. This makes predicting the effect of a colour change very hard, since the actual colours will be a bit different from the ones on the preview. Yet another reason to view the *current* decoration. Shouldn't this be easy to fix now?
After having a first look I withdraw the "easy" (e.g. getting hotspots right). Also I see a problem with color picking and color dropping when a window decoration uses shades. How shall this work? You would have to remove this functionality.

Color preview still does not use the current theme for preview.
KDE4 uses the current widget style (real widgets, in fact) for the preview but currently has no WM preview at all. This still needs to be fixed, but won't happen until at least 4.1.
Currently there is an overview. It could be more complete but still. I consider it closed as it's very old.
