I have two keyboard layout: English and Russian. If keyboard layout by default is English (see screenshot below) http://www.susepaste.org/83302660 then KDE shortcuts works fine. Example in konsole i can create a new tab if i press Ctrl+Shift+t (when English layout is active or when Russian layout is active). But if i move up Russian keybord layout in KDE System Settings module (see screenshot below), then situation is changing: If i press in konsole Ctrl+Shift+t, new tab will create only when English layout is active. http://www.susepaste.org/48582030 Reproducible: Always Steps to Reproduce: 1. Add the Russian keyboard layout 2. Make it by default 3. Try to apply some keyboard shortcuts. Example create new tab in konsole. Actual Results: Shortcut do not work. Only works if the default layout is English. Expected Results: Shortcuts well work if keyboard by default is Russian. Keyboard layout are switched with left windows button; KDE from "KDE SC 4.10 releases (openSUSE_12.3)" (http://download.opensuse.org/repositories/KDE:/Release:/410/openSUSE_12.3/); The problem is confirmed by several Russian-speaking users and affects only KDE applications.
Same bug in Fedora 17 after recent update. On Kopete, Dolphin (may be in other apps too) shortcuts work only if keybord layout swithed to english.
