I have two keyboard layout: English and Russian. If keyboard layout by default is English (see screenshot below)

then KDE shortcuts works fine. Example in konsole i can create a new tab if i press Ctrl+Shift+t (when English layout is active or when Russian layout is active).

But if i move up Russian keybord layout in KDE System Settings module (see screenshot below), then situation is changing:
If i press in konsole Ctrl+Shift+t, new tab will create only when English layout is active.

Steps to Reproduce:
1. Add the Russian keyboard layout
2. Make it by default
3. Try to apply some keyboard shortcuts. Example create new tab in konsole.
Actual Results:  
Shortcut do not work. Only works if the default layout is English.

Expected Results:  
Shortcuts well work if keyboard by default is Russian.

Keyboard layout are switched with left windows button;
KDE from "KDE SC 4.10 releases (openSUSE_12.3)" (http://download.opensuse.org/repositories/KDE:/Release:/410/openSUSE_12.3/);
The problem is confirmed by several Russian-speaking users and affects only KDE applications.
