Gestures & Shortcuts suddenly stopped working. I recently updated from Ubuntu 12.10 -> 13.04 (and therefore KDE 4.8 -> 4.10.2). They worked directly after the update, I actually created some after the update (the same ones I use on my other machine running Ubuntu 12.10 and KDE 4.10). Not only do the shortcuts not work (i don't use any gestures), but the configuration for them won't load either. Other areas in SystemSettings load fine. I've tried running as root and still can't get it to work.

Reproducible: Always

Steps to Reproduce:
1. Try to use any custom keyboard shortcut (doesn't work)
2. Open SystemSettings (works)
3. Try opening "Gestures & Shortcuts" (doesn't work)
Actual Results:  
No shortcuts work, configuration for "Shortcuts & Gestures" won't load.

Expected Results:  
META + X should open yakuake, META + S should open SystemSettings, plus some more.

Should be able to configure shortcuts from SystemSettings..

My panel is also acting weird, I plan on filing a separate bug for that. Everything in it disappears if you change the height more than 2 pixels. Which makes it really hard to right-click (the system thinks I am clicking the desktop when I am really clicking an 'invisible area' inside the empty panel).

my shutdown/logoff stopped working again (another troublesome bug in KDE), so I deleted my ~/.kde/share/config/ksmserverrc like I always do to fix this bug and rebooted.

after I did this, the shortcuts and configuration settings were working, and the shortcuts themselves were working.

maybe something I did made the system freak out for a minute, but it's working now.

i forgot to mention, that thing "i may have done to cause the system to freak out for a minute"... the only thing it could've been was installing KWalletManager, and changing the password/other settings for my KWallets. I didn't really do anything else up to that point, and I know KWallet was doing some kind of config access/write.

I just had the same issue on Fedora 18 after upgrading from 4.10.3 to 4.10.4. None of my custom shortcuts worked. The first time I opened the "Gestures & Shortcuts" configuration it worked and I tried disabling and enabling a shortcut, but after clicking Apply it locked up, and then I could no longer access it. Deleting ~/.kde/share/config/ksmserverrc and logging out and in again fixed my problems, I didn't think to copy its contents though.
