I think it is good to have "Take a Photo" option while adding / changing user picture in Account Details > Password & User Account > Change your face. This should automatically open the webcam and allow user to take a picture and associate with account. Reproducible: Always Steps to Reproduce: 1.Go to Account Details > Password & User Account > Change your image. 2. Change your face. 3. Take a Photo Actual Results: Currently no option for adding a image directly from webcam. Expected Results: 1.Go to Account Details > Password & User Account > Change your image. 2. Change your face. 3. Take a Photo option to be available to directly take photo and associate with account profile. Kopete messenger already has a feature "From Webcam" when you select an avatar for an identity. Perhaps this can be reused and carried out with less work?, unsure just sharing the details.

Starting with Plasma 5.4 kcm_useraccount has been deprecated in favor of user-manager (you can run with kcmshell5 user_manager). This means that unfortunately we did not get to implement your wish, sorry about that. We encourage you to try user-manager and report any bug or improvement you may find.
