I think it is good to have "Take a Photo" option while adding / changing user picture in Account Details > Password & User Account > Change your face. This should automatically open the webcam and allow user to take a picture and associate with account.

Reproducible: Always

Steps to Reproduce:
1.Go to Account Details > Password & User Account > Change your image. 
2. Change your face.
3. Take a Photo
Actual Results:  
Currently no option for adding a image directly from webcam.

Expected Results:  
1.Go to Account Details > Password & User Account > Change your image. 
2. Change your face.
3. Take a Photo option to be available to directly take photo and associate with account profile.

Kopete messenger already has a feature "From Webcam" when you select an avatar for an identity. Perhaps this can be reused and carried out with less work?, unsure just sharing the details.

I sent  a mail to the developer hoping to hear an update and looks like the assigned to`s mail ID is not active anymore. Could you check with developer for active mailid or reassign this please?

The developer account of Frans Englich is in the disabled state [1]. Bad news.

Starting with Plasma 5.4 kcm_useraccount has been deprecated in favor of user-manager (you can run with kcmshell5 user_manager).

This means that unfortunately we did not get to implement your wish, sorry about that.

We encourage you to try user-manager and report any bug or improvement you may find.
