When an updated version of an asset is uploaded which is over a minimal byte size and which is below a given % of the binary delta between it and the original, the server could generate a delta file for use by uploads.

Reproducible: Always

Hello! Sorry to be the bearer of bad news, but this project has been unmaintained for many years and I will be closing this bug.
