After I upgraded from Kubuntu 12.10 to 13.04, plasma widgets got messed up: lots of them are missing backgrounds, at least partially. (See screenshots.) The bug doesn't happen in the "Guest" account. Switching the theme from "Air" to "Air for netbooks" fixes the bug, but switching back brings the bug back. If I create a new theme where I change just the "Color Scheme" component to something else, and then back to "Air" (so the new theme is now identical to the original "Air" theme), everything works fine.
