Currently the Instant Messaging Settings can only be accessed from the contactlist application or System Settings, notifications can only be accessed from the contactlist application since it's not in the kcm. This puts users who do not usually use the contactlist application at a disadvantage.

It would make more sense to replace the "Account Manager" menu item for the presence applet with the "Instant Messaging Settings" item, to allow access to all settings and increase consistency.

we had a discussion (involving Thomas too IIRC) to decide what to do. We said we'd said an email to Plasma to discuss the problem more broadly and come up with an actual ruling for everyone.

No-one did that. That's why it's stuck.
