Apparently Kmail does not "see" the semantic capabilites even when they are active when being run stand alone. When opening the composer, I get the message

"""
You do not have the semantic desktop system enabled. The following features will not work correctly:
Recipient auto-completion
Distribution lists
Per-contact crypto preferences
"""

with the "Configure" button. Which, if selected, brings me to the Nepomuk preferences, where I see that everything is already enabled and nothing left to enable.

So the suspicion is that Kmail does not see the semantic capabilities and thus suggests to enable them. In the ideal world, it would use them even when started as a standalone application, which is in some setups required due to https://bugs.kde.org/show_bug.cgi?id=312460 

Reproducible: Always

Steps to Reproduce:
1. Enable all semantic capabilities in KDE
2. Start KMail 2
3. Open compose
Actual Results:  
Kmail warns that semantic capabilities should be turned on

Expected Results:  
Kmail should use semantic capabilities

Yes, still valid with 4.10.4.

nepomukctl status

yum search nepomukctl
Warning: No matches found for: nepomukctl

The only commands I have with nepomuk are 
nepomukcleaner
nepomukcontroller
