When changing account details under Password and User Account tab, after I click Apply, a popup window asks for my password. I enter the password correctly and I get another popup window saying "An error occured and your name has probably not been changed. The error message was: chfn: Permission denied.

Reproducible: Always

Steps to Reproduce:
1. Go to System Settings in Applications Menu
2. Click on Account Details under Common Apperance and Behavior.
3. Under Password & User Account tab, change any information you would like to change, like Name, Organization, Email address etc.
4. Click on the Apply button and enter your password in the popup window.
Actual Results:  
Error popup window: "An error occured and your name has probably not been changed. The error message was: chfn: Permission denied."

Expected Results:  
Information should have been changed successfully.
