Desktop widget shows incorrect time.
Used to get the attached error message as well.

Reproducible: Always

Steps to Reproduce:
1. Boot Linux Mint
2. View time in clock

Actual Results:  
Shows correct time and shows error message while changing time and applying changes.

Expected Results:  
Shows incorrect time and shows error message while changing time and applying changes.

This is a system integration issue. It requires that the time setting service be installed and given privileges via PolicyKit to be able to be run by the user.

Agree to close. :-) It got fixed after running this in Konsole and selected appropriate location. (Asia/Kolkatta, India)
sudo dpkg-reconfigure tzdata
Basically, the issue was only root could change time? 

Suggestion - 
Can the error message be changed - 'Unable to authenticate / execute the action: 6' is not decipherable easily.
Something that reads - ' You do not have access to change date / time' ?
