Rekonq is not using system defined cursor 
theme for it's zoom in/out + possibly other cursor states. Rekonq should be 
aware of user customizations.

I noticed when testing my own design for xcursors, they show up fine in most 
other apps (like Firefox)

Sorry. I cannot see this problem. Can you please explain a way to reproduce and see the difference with other apps?

Development on Rekonq ceased four years ago, and it has been unmaintained since then. KDE recommends using Falkon instead.
