Pager shows empty space in panel if only one virtual desktop is enabled.

Reproducible: Always

Steps to Reproduce:
1. Go to Pager settings -> Virtual desktops
2. Set only one virtual desktop
3. Apply
Actual Results:  
Empty space on panel

Expected Results:  
One desktop on pager (as in KDE 4.9 and earlier)
