while kate rest open, closing and reopening a document reload the fold state correctly.

But if I close the kate program then reopen it, the session is restored, the document is reopened but the fold state is lost (every fold region is always open)

Contrary to original reporter's experience, in version 3.13.1, even closing and reopening a document in the same kate using session (i.e. without quitting kate) loses folding information.
