Sometimes when my panel is hidden and when I put mouse cursor to the bottom of the screen, my panel does not show (unhides). I can try houndred times and it doesn't show up. 

My workaround is to bind keyboard shortcut to task manager that is is on the panel. And that's the only way to force the panel to show up.

I forgot to mention: when kwin panel is stuck also the "floating control" in smplayer does not want to show up in full screen (it probably uses the same auto-hide mechanize).

Add borders, see whether this still happens.

"Luckly" my panel stuck on hide and adding border didn't help (border type tiny). Only the workaround from bug #313145 (kdialog --passivepopup asdf) helped. 

After that when I move over mouse to unhide the panel, the screen gets flickery (flashes once durring the unhiding).

is this still an issue with 4.10.1 or later?

With border set to tiny, no. I'm gonna check if it is still an issue with no border.
