More than a half of programs (emacs, steam, etc.) didn't use the cursor I've chosen in systemsettings until I created ~/.Xresources manually with Xcursor.theme setting Gentoo, KDE 4.10

Is this still happening for you after restarting KWin (which is tracked by Bug 382604)? I cannot reproduce.
