I have scroll past end enable in the katepart settings.
Whenever I scroll past the end and then paste some text at the end of the file the editor view automatically scrolls so that the last line is at the bottom of the view.

E.g. I scroll 10 lines past the end -> 10 empty lines visible
Then I insert 1 line of text with Ctrl+V -> jumps to end -> 0 empty lines visible
I would expect it not to scroll and show 9 empty lines.

This jump is quite confusing, since I don't know where in the document I am now straight away.
