It would be a good idea that the key combination to access the crop mode change it's mode of actuation when the cut off mode is already activated and act as the crop button on the bottom of the window to facilitate this task. Another alternative could be that when you double click on the selected area the image is cuted off like ksnapshot does when you take a screenshot of a rectangle.
