Nepomuk::ResourceManager should not report it was initialised until ontologies are loaded (and other parts that are necessary for it to function properly)

Sorry, my assertions about the initialization of ResourceManager in bug 301971 were wrong, this is handled correctly by the Nepomuk Storage service. My bad.
