This is only a minor annoyance, but it's really frequent (for me).
Consider the following:

1. Konsole is open, fullscreen, with lots of tabs at the bottom.
2. Just below the tabs is the taskbar.
3. I mouse over to change tab, and slightly overshoot, hovering over the taskbar instead.
4. Now, I get a "bubble" with the window title/name/icon which is right in my way, and, 
which covers up the konsole tab that I was trying to hit.
5. This bubble doesn't go away till I move the mouse off it; even clicking it doesn't dismiss it.

I'll attach a screenshot to make this clear.

Expected Results:  
The "bubble" should go away as soon as I move the mouse above the panel, and back into the application area. (i.e. I'm no longer "pointing" at the taskbar on the panel, I'm trying to point at konsole's tab-bar, which is slightly above the panel, and just behind the bubble).

At the moment, it just stays there. 
There isn't even a timeout, nor can I click the bubble to dismiss it.

This is only a minor problem (moving the mouse up, off the bubble, waiting 1 second, then moving down again) solves it. But it could be much more friendly.

If I may, I'm updating this to reflect that it's still present in the latest KDE 4.10.2 (Kubuntu Raring beta) - and making the summary clearer.

Incidentally, the tooltips that show up when hovering over the other parts of the panel (eg the pager, k-menu, and shortcut launchers) all do the right thing: the bubble disappears as soon as you mouse-out from the icon.

But the task-manager's tooltips have a different, and much more awkward behaviour:
they only disappear when you move the mouse away from both the window button AND the tooltip.

What I'd like to request is this:

Taskbar tooltips should only show up when the mouse is over the window button. Moving the mouse cursor up, (covering the tooltip, but not the button) should make the tooltip vanish. 
This would be easier to use, and consistent with the other panel items.

Yestarday i got updates with kde 4.10.4 from Kubuntu Backport PPA for ubuntu 12.04.
I can confirm it but with some exceptions:
- If i stop mouse on icon to tooltip, tooltip disappears after ≈4s: very unlike to when you move it completely out.

This tooltip may be considered more like a some application-level taskbar rather than simple info tooltip. In some cases (icon-only taskbar) it even has controls. E.g., i can switch several times between application's windows before to leave this sub-taskbar. Such implementation is quite popular last time — very close to win.

Wanted solution:
It would be better to have at least option to disable this behavior for single window group — very like to "Hide single tab" in terminal emulators and some MDI applications.

I don't think we could do this since the tooltips are now interactive in Plasma 5. They all have close buttons you can use to close their windows, and media players have interactive controls. None of that would work if the tooltips disappeared when you tried to move the mouse over them. So I'm afraid this has to be a WONTFIX, sorry everyone.

Workarounds for the issue described in the original bug report:
- Move the panel to another edge of the screen (would also make it easier to access Konsole tabs since their bottom pixels would adhere to Fitt's Law)
- Move Konsole's tabs to the top
