will not install but will refresh and retry but same thing always happens

Reproducible: Always

Steps to Reproduce:
1.open software updates
2.go to install updates
3.crashes box appears
Actual Results:  
box appears with a big red cross for close and "Another application seems to be using the package system at this time. You must close all other package managers before you will be able to install or remove any packages." appears when nothing else is open

Expected Results:  
installed the software
