I've configured multiple keyboard layouts. Switching is set to per-application. When I lock the desktop, that uses the layout that was active for the currently active application. I'd expect the screen locker to use the default layout though.

Reproducible: Always

Steps to Reproduce:
1. Add multiple keyboard layouts and set them to be used per application
2. Start an application and switch to non-default keyboard layout
3. Lock the screen
Actual Results:  
Keyboard layout that was active for currently active application is used.

Expected Results:  
The default keyboard layout is used.

I can confirm this bug on KDE 4.9.5 (x64, Gentoo Linux).

Keyboard layouts in lock screen are not very consistent in KDE 4.10 either. In there they sometimes switch between the different layouts by itself.

Happens also in 4.10.1.
Just now it happened that although Estonian layout was active, US flag was shown instead.
