The summary says it all really.

If I have desktop effects turned on (even if I have every individual effect turned off), the panel and the launcher appear behind whatever window currently has focus (even if it's the desktop). It does this whether I use openGL or xrender, native or raster, opelgl es or not, vsync or not. The only part that appears above the current window is the window thumbnails in the application switcher.

Steps to Reproduce:
1. Boot into KDE (desktop effects are enabled by default)
2. Open a konsole window.
3. Kill plasma desktop & run plasma-device
4. Pull down panel to see application launcher
Actual Results:  
Panel and application launcher (in fact the entire peek and launch thinggie) appear behind whatever window is active, maxiimized or not.

Expected Results:  
Peek and launch appears over the top of all windows, and is visible.
