I'm not able to move files with certain characters and not enter directories with them either.
The is no problem with accessing/doing operations in the shell.
Example folder name: R�dovreUdfordrerMicrosoft-TechMobil_files
Example file name: DetEndeligeOpg�riFormatkrigUdsat-TechMobil.html

I can access through chrome file:// 
The folder "DetEndeligeOpg�riFormatkrigUdsat-TechMobil.html becomes "DetEndeligeOpg%F8riFormatkrigUdsat-TechMobil.html"

I think we have had this problem for a long time - I just worked around it because I know the CLI route.
This is tested on KDE SC 4.9.4 and 4.10 beta 2

I just checked that Nautilus has no problems working with the files.
