I am also getting this same error on Windows Server 2008 R2 in a multiuser environment.  User double clicks, nothing happens.  Only seems to happen with some (but not all) users.  I have checked permissions for the user having problems to find nothing obvious.  Have also ruled out PATH problems.

Given that this problem seems early in the process of resolution, I am planning to uninstall and reinstall.

Can't reproduce it with current Kleopatra (KDE 4.10.3) of Gpg4win. Please try our next Gpg4win release and reopen if this updated Kleopatra crashed again.
