Though the bluetooth adapters are fixed, it shows bluetooth adapters are not found

Reproducible: Always

Steps to Reproduce:
fix the bluetooth dongle and open "system settings" and click "bluetooth", 
Actual Results:  
it shows "no bluetooth adapters have been found"

Can you execute the following command when that happens?
qdbus --system org.bluez

And paste the output here.

Well, BlueZ is not reporting any adapter that's why bluedevil is not doing so.

This is clearly a bug in bluez not in bluedevil. Can you report a bug in their bug tracker?
