had in my system both russian and english pre-installed with english preferrable.
But "locale -a" hasn't return russian ru_RU.utf8 which is supposed to be return
After changing russian to most preferrable and back i obtain that locale.

Reproducible: Didn't try

Actual Results:  
locale -a | grep ru_RU.utf8 
empty

Expected Results:  
consistency between installed languages and list in system settings
