All components of kde-telepathy seems to be fully translated (to russian at least), but they are still in english. Locale worked fine for me few updates ago. Reproducible: Always Ubuntu 12.10, russian locale
I imagine this is a setup issue. Could other people please comment if they see or do not see this issue. Could you ask any of your russian KDE using friends to test too to see if they experience this. Are you able to change language with help->Switch Application Language? Does this fix it. Which applications are affected? You've selected the text-ui as the component, but "all components". Is the contact list affected? The module in System Settings? The plasmoid?

Anyone knows if there is any web tool to see which in which languages ktp packages are translated and in which percentage?

Yup, l10n.kde.org is the place. You can list stuff by PO files -- http://l10n.kde.org/stats/gui/trunk-kde4/po/ -- and then look for ktp files, that will show you the percentages translated.
Is there a script to include the translations the tarballs or is it done manually? Perhaps there is some problem in that...

Excuse me for stupid question, but how do I add translation from po file?
Not stupid question at all! I am myself a bit unsure, but search for other .po files in your computer, then download the .po files for ktp and put it with the rest. That /should/ work, but I haven't tested it.

This is not our problem. When a particular translation for a certain component is completed at a satisfactory percentage, it is marked as good for tarball inclusion in svn. The tarball release script automatically picks the translations that are marked as such. If a certain translation is not included, then it means it is not completed to a satisfactory level. We cannot do anything about it. You, on the other hand, can do something by contributing to the translation ;)
