If I want to change/install different keyboard layouts I would search for keyboard layout. Unfortunately, this doesn't seen to match anything, when it should match "Input Devices".

Searching for "keyboard" matches 3 things (Shortcust and Gestures, Accessibility and Input Devices). It is not clear which one contains keyboard layouts.

Works here (KDE from git master). Can you check file "kcm_keyboard.desktop" if it has the required keywords in your language?

No, but the latest version kde-workspace-bin_4.9.2-0ubuntu2_i386.deb has them, so I guess it should work. Awesome!
