If I select packages and then "apply changes", if the downloadings fails, I have to select once more packages manually. It should be a "retry" option or at least the change list doesn't have to get empty.

Reproducible: Always

Steps to Reproduce:
1. select packages
2. apply change (without internet connection)
3. downloading fails
4. the change list is empty
Actual Results:  
the change list is empty

Expected Results:  
"downloading fails" but the list of selected package should be kept
