kde-telepathy-minimal in the Telepathy/KDE Ubuntu PPA currently depends on kde-telepathy-text-ui, but kde-telepathy-call-ui is not automatically installed. Thanks for the report, however this is a problem that we cannot solve, you need to report this bug to Ubuntu/Kubuntu. Rohan might provide with more details/solve this.
Hi The reason it does not depend on kde-telepathy-call-ui is because I was strongly against shipping a component that depended on gstreamer-plugins-bad for video calls with GTalk users ( we can't ship gstreamer-plugins-bad on the ISO due to licensing issues ).
