Add option (make existing option accept zero value) for disabling downloading first N KiBs in all files because it disturbs download order plugin and forces ktorrent to download chunks that are needed much later. For torrents with a few hundred files and 16 MiB chunks it significantly slows down obtaining the first file.

Reproducible: Always

Steps to Reproduce:
1. Open a torrent with a huge number of files.
2. Setup a download order for it.
Actual Results:  
KTorrent first downloads at least one chunk for each file and only then start downloading file with the highest priority.

Expected Results:  
KTorrent downloads only file with the highest priority assuming there are peers with this file that can provide enough bandwidth or there are no peers without this file.

Definitely still the case in 5.1.1.
