Contact can't see my presence?

I also tried this with chakra linux, kde-telepathy 0.5.
In contact list, when choose a contact, of any protocol, and choose details, it shows 3 things:
Contact can see when you are online.
You can see when the contact is online.
Contact is blocked.

However, although i can confirm that contacts can see when i'm online, there is a green tick only next to the second. 1st and 3rd have a red (x)  next to them. This implies that contact can't see when i'm online, which is not the case.
I guess this has nothing to do  with protocols, but i cannot test many of them.Just msn (xmpp or not) and skype.

What protocol was this, and what steps had you gone through to get to this step.

Give us enough information that we can reproduce it.

I log into two accounts: non-xmpp msn and skype.
Then i open the contact list.
Then choose any contact and right click on it.
Then choose "Show info" and the window which seems at the picture i attached appears.
It is always reproducible.
