This is new behaviour in 4.9.
A friend of mine bugged me that logout does not work properly anymore since the last update. He always clicked on the red icon, which now does not shutdown anymore but show options to sleep/hibernate. Those options came up after holding the mouse down for a certain time.
This new behaviour is not really intuitive, as the appearance suggests "I am a button" and not "I am a ComboBox".

I have found that the only way to shut down now is to click on "Turn off computer", clicking on the red box just brings up an extra menu with the suspend options.
