i upgraded to kde 4.9 and lost the option of configuring touchpad from system settings or any other way (synaptiks).

installed kde-config-touchpad manually and everything works just fine

Reproducible: Didn't try

Steps to Reproduce:
1. downgrade to 4.8.x , make sure synaptiks is available
2. upgrade to 4.9.
3. look for synaptiks or kde-config-touchpad
Actual Results:  
kde-config-touchpad was removed during upgrade (for no reason)

The touchpad configuration module is not part of the KDE Software Compilation, so it is only installed if your distribution added it. Please report this bug to the bug tracker of your distribution via https://bugs.launchpad.net/ubuntu
