Sometimes a "New Message" composer opens in html-mode.  sometimes it doesn't.
It might be remembering the html-mode from a previous reply I made in html.  not sure.

I have the "Reply using HTML if present" option set.

Reproducible: Sometimes

Steps to Reproduce:
1. New Message
2. Composer is set in html-mode.  sometimes
3.
Actual Results:  
sometimes new composer is set in html-mode

Expected Results:  
I want plain text mode always for new messages

It's not a bug.
Previously you change html mode (for example reply in html)
=> it remembers if you used or not html.

so it will open in html mode, no it will show html toolbar.

Until you didn't use html toolbar it will not create

but how do I make sure that all my new mail composers start in plaintext mode?

Don't use html mode :)
it's not possible to make only plain text.
if you use html mode kmail will store it and reopen a new composer with html mode.

Would  you accept a patch that gives the user the option to start all new messages in plaintext or html mode?

Even if composer is in html mode if you don't use html format it will not send a mail as html
so it's not a problem
