When the Text Selection Tool is active, and the mouse is moved
into the grey background, would it be possible to enable the scrolling
of the page using the mouse (without switching to the Browse Tool)?

What do you mean by "grey background"? (An image maybe helps describing the part of the window more easily)

Your descriptions are pretty difficult to understand, you should work on be much more verbose, because you making it difficult for me to understand what you mean it only makes me want to ignore you.

Can you confirm that what you want is:
 * When you are in  Text Selection Tool and are not selecting text and move the mouse outside of the page and click and drag page moving should happen?

To be honest i don't really see the point of it, but i'm setting it to the new state, if it gathers lots of votes we may consider it
