(I apologize if this bug is already known or filed under the wrong components. I did my best to look for related bugs, but found none.)

Since recently (it could coincide with the update to 4.8.3) I need several login attempts until I actually see the desktop layout I set up, esp. the folder view in the top half of my desktop. The main difference apart from the missing desktop icons is the scrollbar at the right edge, otherwise everything looks as expected. The two attached screenshots show the behaviours I'm encountering.

I'm kind of lost here, because the settings are obviously there (I only have to login repeatedly until the right appearance is shown), but are loaded randomly. Therefore I also can't really reproduce the issue. I'd appreciate any help in at least narrowing down the issue or, even better, solve it.
